RESOLUTION AUTHORIZING ADDITIONAL PROFESSIONAL PLANNING AND DEVELOPMENT TECHNICAL SUPPORT SERVICES FOR SAFEBUILT COLORADO

Summary and Background Information:
Over the past two years, SafeBuilt Colorado has been providing the city with additional planning assistance. The current contract expires December of 2019, and with assistance from the city attorney's office, an RFP was prepared. The city received two responses, and after reviewing the proposals, pricing and conducting on-site meetings, staff recommends selecting SafeBuilt Colorado. The proposed contract is for a one-year term with renewal options every six months for a three-year period. The consultants would be allowed to assist with up to 48 hours of work per week, depending on city needs. Since their initial selection, several years ago, SafeBuilt has been providing staff augmentation for a variety of development proposals before the City. Their work has been of high quality and their customer service and willingness to assist in projects is commendable. Planning staff is able to maintain the existing levels of service with the help of these outside consultants

Financial Impact:
The master service agreement exceeds the $250,000 threshold, over the three-year period and requires council approval. In 2018, the city spent approximately $100,000 on Safebuilt services and in 2019, the city spent approximately $125,000 on SafeBuilt services. The department would use its external contractor fund and salary savings to cover this expense.
