Summary & Background
Annually, the City advertises for and awards contracts for pavement management for asphalt streets throughout the City. This year’s pavement management program has been split into multiple contracts based on the type of pavement treatment being provided. The pavement treatment type is primarily based on the condition of the street.

Hot-in-Place Pavement (HIPP) is a rehabilitative method to extend the service life of a roadway. In this process, the existing pavement is heated and scarified, combined with additional asphalt and rejuvenating agent, and placed - all in a continuous process. HIPP reuses the existing materials, eliminating the need to transport them to a landfill, reducing waste and greenhouse gas emissions. The equipment used for HIPP is larger than the equipment for traditional re-paving operations and is most appropriate for larger streets with little or no curvature. The Scope of Work being performed under this contract includes HIPP for approximately 1.4 miles for E 56th Avenue (see Project Map). The streets with a solid blue line on the maps are included in the HIPP contract.

The City advertised this project for request for bids from March 4, 2024 to March 19, 2024. The City received one (1) bid from a contractor. The lowest responsible bidder was Cutler Repaving, Inc., with a bid of $1,007,086.37. This contract is for one year with an option to renew up to four (4) additional one (1) year periods depending on the performance of the contractor.
