Summary & Background
Annually, the City advertises for and awards contracts for pavement management for asphalt streets throughout the City. This year’s pavement management program has been split into multiple contracts based on the type of pavement treatment being provided. The pavement treatment type is primarily based on the condition of the street.

Mill and Overlay is a rehabilitative method to extend the service life of the roadway. In the process, 1.5-inches to 2-inches of the existing pavement is milled and replaced by new asphalt.

The Scope of Work being performed under this contract includes mill and overlay of approximately 20 lane-miles of roadways at locations provided by the Public Works Department (see Project Map). The streets with a solid red line on the maps are included in the Mill and Overlay contract. The scope of this project also includes adding additional pavement on Tower Road north of E. 104th Ave. to provide two through lanes across the intersection and then transitioning to one lane north of the intersection (see Project Map).

The City advertised this project for request for bids from March 7, 2024 to March 22, 2024. The City received seven (7) bids from contractors. The lowest responsible bidder was Asphalt Specialties Company, with a base bid of $2,229,431.38. This contract is for one year with an option to renew up to two (2) additional one (1) year periods depending on the performance of the contractor.
