Summary & Background
The City entered into an Intergovernmental Agreement (IGA) with the Colorado Department of Transportation (CDOT) in May of 2021. The original IGA provided for a total of $4 million, $2 million in Federal Surface Transportation Block Grant (STBG) funding with a $2 million local match for the 88th Avenue Widening Project. A 1st Amendment to the IGA occurred in May 2022. This amendment increased the $2 million of STBG funding to $3 million and reduced the local match requirement from $2 million to $1 million. A 2nd Amendment to the IGA occurred in September 2023 and provided additional Federal Transportation Alternatives Program (TAP) funding and State Multimodal Transportation and Mitigation Options (MMO) funding along with associated local match requirements.
A summary of this IGA history and associated funding is detailed in the table below. The total local match requirement is currently $1,960,000 and can be covered by existing local resources included in this capital project line item.
The $3 million in Federal STBG funding provided through the 1st Amendment to the IGA was recognized and appropriated into the City’s Capital Expenditures Fund budget for this project via Ordinance No. 2421. City Staff initially brought Ordinance No. 2564 forward to recognize the entire $6,840,000 in Federal and State funding, which was passed by Council on First Reading during the 2/5/24 Council meeting. Staff has revised Ordinance No. 2564 to only recognize the new $3,840,000 million ($1,440,000 in Federal TAP funding and $2,400,000 in State MMO funding) that has yet to be recognized, for Final Reading on 3/18/24.
