Summary & Background
The spray ground at Pioneer Park is over 15 years old and not fully functioning due to several failing water lines. This project will completely refurbish the spray ground, and associated pump room and landscape.

Adams County agrees to disburse grant funds to the City to provide reimbursement for the payment of project costs upon successful completion of the project, or on a quarterly basis. Itemized Reimbursement Requests are required for reimbursements. Should the Project take two full years to complete, the Reimbursement Request for the final period of the project must be received by Dec. 12, 2025 to remain compliant with the Project Completion Date. Reimbursements disbursed from Adams County shall not exceed 46.88% of project costs incurred during the previous period with cumulative reimbursements totaling no more than $750,000 based on a total project cost of $1,600,000.

Pioneer Park is a 35-acre community park located at 5950 Holly St. It is a very active park with four ball fields, two playgrounds, a batting cage, skate park, basketball courts, a spray ground and Paradice Island leisure pool.

On Sept. 29, 2023, the City submitted an Adams County Open Space grant application in the amount of $750,000 for the Pioneer Park Spray Ground Refurbishment. The overall project includes design of a new spray ground, demolition of the existing spray ground, construction of a new spray ground, and upgrading the existing pump room. A City match of $850,000 (2K funding, which is already included in the 2024 budget) is being provided.
