A regular meeting of the Citizens Public Safety Advisory Board was called to order by  
Chair Bierwiler on March 27 , 2025, at 4:05 PM.

Crime Prevention Unit Update  
- Sgt. Samuels of the K9 and Crime Prevention Units, introduced K9 Holland and  
Officer Abdulla to the board. Officer Abdulla explained what the K9 training program  
consists of and gave a general overview of what our K9 will be used for.  
- Sgt. Samuels also shared with the board some events the Crime Prevention Unit will  
be participating in in the near future.  
Department/ Chief's Updates

- Chief Guadnola provided an update regarding the Police Departments recent  
commanders assessment and the promotion of Master Police Officer, Evan Jensen to  
Patrol Sergeant.  
- Deputy Chief Sadar introduced the Blue Envelope initiative and purpose behind the  
program.  
- Deputy Chief Smathers gave the board an update on Patrol initiatives and the recent  
recruitment of four new bike patrol officers.  
2025 Budget

- 2025 budget approved by board  
- $600 - National Police Week Events  
- $750 - Ralston House Pinwheel Garden in support of April being Child Abuse  
Awareness Month  
- $5,000 - Public Information Officer; Costumes with a Cop, Cops for Inclusion, Holiday  
activities/ events, etc.  
- $ 2,350 - 2025 National Night Out  
- $ 3,500 - Police Department Employee Appreciation Event  
- $300 - CPSAB Swag  
Board's Top Activity Priorities for 2025

- Chair Bierwiler requested a meeting with the city's B&C liaison to discuss the boards  
needs and priorities  
- Filling two or more vacancies  
- Establishing and supporting Neighborhood Watch Groups  
- Adding the 9pm Checklist to CPSAB swag bin  
- Board participation at the Memorial Day parade and concert in the park event
