November 18, 2025, at 6:03 PM.

Member Riggs-Gonzales made a motion to approve the minutes of the October  
meeting. Member Gonzales seconded the motion.

Treasurer Sanchez provided an update. Current balance is $15,377.51 with a majority  
allocated to grants from SCFD for next year's Music in the Park and Juneteenth  
events. Our actual balance is $1,518.01.  
Our 2025 SCFD report is due soon. Staff has applied to one new grant, and will apply  
for a second by the end of the year.  
The board discussed the potential of getting corporate sponsors for Music in the Park.  
a. City Council Sponsorship  
The board discussed wanting to submit their funding request before new City Council  
members are seated, and aimed for the December 1 regular meeting date.  
The board discussed the original request amount of $12,000, but ultimately decided to  
request $20,000 to cover expenses for Music in the Park, Hispanic Heritage, and  
additional programs they're planning.  
Member Humphries-Graves made a motion to request for City Council's annual  
sponsorship of Cultural Council be increased to $20,000. Member  
Riggs-Gonzales seconded the motion.

i. Install & Celebration Updates  
CALU art is installed, plaque will be installed early December to complete the project.  
Celebration will happen in spring.  
Cocklebur concrete is poured and panels will be installed early-mid December.  
Celebration will happen on weekend in January at the site and the Historical Society  
Museum.  
Sand Creek's piece at Eagle Pointe will be installed early December. Celebration will  
likely happen in January.  
ii. Master Plan Updates  
Master Plan is delayed with legal review, as is the promotion of Art Selection  
Committees for 2026.  
b. Events  
i. Tree Lighting  
The board withdrew their participation in the tree lighting since they are no longer  
gathering community feedback on the master plan or promoting their Art Selection  
Committees within that timeline.

a. Bylaws Update - Check Signing  
25-280 Bylaws Section to be discussed  
Member Humphries-Graves made a motion to approve the change of language  
in the bylaws to require two signatures for check payments. Member Perez  
seconded the motion.  
Member Jonhart requested to amend the motion to see draft language to vote  
on in January. Members Humphries-Graves and Perez approved the amended  
motion.
