Meeting was called to order at 6:02 pm by the Co-Chairs  
Members Present: DeLilah Collins, Oz Flores, Bob Grandinetti, Desiree Martinelli,  
Shawn McDowell, Justin Sack, Rocky Teter, Paul Welander and Karl Zimmermann.  
Absent: Charles Dukes and Josh Houde

Mayor Pro Tem, Susan Noble shared that at the March 17, 2025 City Council meeting  
they approved a motion for the Parks, Recreation and Golf advisory committee to  
determine if they would like to become a commission, what they would like the name  
of their commission to be, and whether Golf should be spun off as its own advisory  
committee for Buffalo Run Golf Course and Bison Grill clubhouse.

A motion was made by Member Teter, seconded by Member Flores to approve the  
February 18, 2025 minutes. VOTE: Motion Passed

Private Golf Cart Update - Chad Redin  
Director Redin shared that staff from the City Manager’s office did a presentation for  
City Council on 2/28/25. A motion was made by Member Teter, seconded by Member  
Welander to support the creation of a subcommittee consisting of Member  
Zimmermann, Co-Chair Martinelli, and Co-Chair Collins to collaborate with staff for the  
follow up presentation that will go to City Council in June. VOTE: Motion Passed

Cost Recovery Presentation - Tim Duda  
Recreation Manager Duda shared a presentation on cost recovery that reviewed the  
methods used to determine service costs and the subsidy levels applied.  
Fees & Charges Review - Tim Duda/Paul Hebinck  
Recreation Manager Duda and Golf Manager Hebinck reviewed information on the  
current fees that are adopted by council and potential fees for 2026. Discussion was  
tabled to the May meeting.  
Consideration of New Topics and Potential Future Agenda Items
