A special meeting of the City Council of the City of Commerce City was called to order  
by Mayor Douglas on September 8, 2025, at 6:00 PM.

2026 City Council Budget Workshop  
Chris Johnson, Budget Manager, presented on the 2026 Budget.  
A motion was made by Council Member Dukes, seconded by Council Member Ford, to  
reduce 1(a) CIP projects to 1 million dollars, reduce decision packages to $650,592  
and remove banners.  
A motion was made by Mayor Pro Tem Noble, seconded by Council Member  
Madera,to amend Council member Dukes motion to retain the $2 million dollars in the  
1(a) CIP projects and find other areas to reduce the budget. VOTE: 8 - Aye, 1- Nay  
(Kim)  
A motion was made by Council Member Dukes, seconded by Council Member Teter,  
to move the budget as presented forward, keeping the $2 million for additional 1(a) CIP  
projects, reduce the "Yes" decision package items; remove banners, and find other  
areas to reduce the budget by $1 million. VOTE: 9 - Aye  
A motion was made by Council Member Teter, seconded by Council Member Ford to  
direct the City Manager to present the 2026 Budget as revised for adoption at the  
October 20 and November 3, 2025 public hearings. VOTE: 9 - Aye

An executive session of the City Council of Commerce City pursuant to  
C.R.S. 24-6-402(4)(f) for the purpose of discussing personnel matters,  
specifically to discuss the annual review format of the City Manager's  
performance standards.  
A motion was made by Council Member Kim, seconded by Council Member  
Ford, that this Executive Session be held. VOTE:

An executive session of the City Council of Commerce City pursuant to  
C.R.S. 24-6-402(4)(b) and 24-6-402(4)(e) to conference with an attorney  
for the City for purposes of receiving legal advice on specific legal  
questions and to determine positions relative to a former employee that  
may be subject to negotiations; developing strategy for negotiations; and  
instructing negotiators.  
A motion was made by Council Member Teter, seconded by Council Member  
Kim, that this Executive Session be held. VOTE:
