Meeting was called to order at 6:05 pm by Co-Chair Martinelli.  
Members Present: DeLilah Collins, Charles Dukes, Bob Grandinetti, Arron Hernandez,  
Desiree Martinelli, Shawn McDowell, Rocky Teter, Paul Welander and Karl  
Zimmermann.

A motion was made by Member Welander, seconded by Member Teter, to approve the  
August 19, 2025 minutes with an amendment to correct that Member Zimmermann  
was online when the meeting started. VOTE: Motion Passed.

PRG Announcements  
Distributed to all members via email on September 11, 2025. Recreation Manager  
Duda shared information on the upcoming events and items highlighted in the  
announcements.

Private Golf Cart Subcommittee Update - Co-Chairs  
Co-Chair Collins provided the Private Golf Cart Subcommittee update.  
Applying the Boards & Commissions Benefit Differently - Kathy LéVeque  
Deputy Director LéVeque shared that Council Policy #12 is being revised to include  
how the Boards and Commissions benefit is applied. Council date is yet to be  
determined.  
Update on Park Policies City Council Discussion - Kathy LéVeque  
Deputy Director LéVeque reviewed recent park policy changes including the ordinance  
to regulate the use of shopping carts and the ability to make same-day shelter  
reservations at the two parks with the highest demand: Veterans Memorial and Pioneer  
Parks.  
New Business

Waterwise Demonstration Gardens - Libby Tart, E3  
Environmental Planer III, Libby Tart, shared a presentation and discussed the  
waterwise gardens that are being developed and provided information on updated xeric  
policies.  
November & December Committee Meetings - Kathy LéVeque  
Deputy Director LéVeque requested input regarding the scheduling of the November  
and December meetings.

Member Welander noted concerns with the greenspace restoration of the Second  
Creek Open Space after the completion of the wastewater pipeline placement. Staff  
will follow up.  
Council Member Reports & Information

Council Member Dukes reported that at the September 15th meeting the Safety Action  
Plan was adopted, a motion was approved to implement door-to-door solicitor  
requirements, and one to support the South Adams County Fire Department ballot  
measure, a Highway 2 safety study is being initiated, along with a future bike path near  
88th Avenue and Tower Road to improve safety and connectivity, and the Chief of  
Police shared the Crime Report.

Member Grandinetti indicated that the Town Hall will take place on October 18th, and  
the Youth Commission was meeting on Thursday to finalize the details. A motion was  
made by Member Martinelli, seconded by Member Teter, to authorize the use of $250  
from the PRGAC budget for event supplies, if needed. VOTE: Motion passed.
