Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM

Meeting was called to order at 6:02 pm by co-chair Martinelli.  
Members Present: DeLilah Collins, Bob Grandinetti, Desiree Martinelli, Shawn  
McDowell, Rocky Teter, and Karl Zimmermann.  
Absent: Charles Dukes, Arron Hernandez, Paul Welander  
Let the record show Commissioner Teter joined the meeting at 6:04 pm

A motion was made by Commissioner Collins seconded by Commissioner  
Grandinetti to approve the absence of Commissioner Dukes, Commission  
Hernandez, and Commissioner Welander as excused. VOTE: YES. Motion Passed

A. 2026 Work Plan & Budget  
Deputy Director LeVeque reviewed the draft of the work plan and budget.  
A motion was made by Commissioner McDowell to add the Public Works  
Transportation Master Plan to the 2026 list and approve the Work Plan, seconded by  
Commissioner Grandinetti. VOTE: YES. Motion Passed  
A motion was made by Commissioner McDowell to approve the 2026 PRGC budget,  
seconded by Commissioner Grandinetti. VOTE: YES. Motion Passed  
B. 2026 Co-Chair Elections  
A motion was made by Commissioner Grandinetti seconded by Commissioner  
McDowell to nominate Desiree Martinelli as PRG Commission co-chair for 2026.  
VOTE: YES. Motion Passed  
A motion was made by Commissioner Zimmermann seconded by Commissioner  
McDowell to nominate Bob Grandinetti as PRG Commission co-chair for 2026.  
VOTE: YES. Motion Passed  
PRG Master Plan Implementation - Lisa Nordholt  
Attachments:  
Strategic Initiatives Superintendent Nordholt shared the presentation and discussed  
the implementation outline covering items that have been undertaken as well as ones  
that are underway and those that are pending in 2026 and beyond.

A. Promotion Subcommittee Update – Co-Chairs  
The co-chairs along with Commissioner Grandinetti provided a Promotion  
Subcommittee update and outline of upcoming engagement activity ideas.  
B. Private Golf Cart Subcommittee Update - Co-Chairs  
Director Redin shared an update for the Private Golf Cart Subcommittee noting that  
staff were continuing to work on this and that a council update is tentatively  
scheduled for February 23, 2026.  
Consideration of New Topics & Potential Future Agenda Items

A motion was made by Commissioner Grandinetti seconded by Commissioner Teter  
to add a golf putting program presentation to the 2026 workplan. VOTE: YES. Motion  
Passed  
Community Engagement Updates & General Discussion Items

Reports  
A. Council Member Reports & Information  
Council Member Teter shared updates on the repealed sprinkler system ordinance  
and community ice rink sponsorships.  
B. Commissioner Reports & Information  
Commissioner Grandinetti indicated that the Youth Commission is going to continue  
the Town Hall events in 2026 and that the dates would be shared once they are  
determined.  
A motion was made by Commissioner Martinelli seconded by Commissioner Teter to  
cancel the December 16, 2025, regular PRGC meeting and meet on December 10th  
at the Bison Grill for a 2025 year-in-review and holiday/social gathering instead.  
VOTE: YES. Motion Passed
