Title

A RESOLUTION AUTHORIZING THE SECOND AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH LOTUS ENGINEERING AND SUSTAINABILITY, LLC TO PROVIDE SUSTAINABILITY SERVICES

...Summary & Background

The City executed a contract with Lotus Engineering and Sustainability to provide environmental consulting services in March 2021 by Resolution No. 2021-07.  The scope of work is divided into three phases, covering a community-wide GHG inventory; developing an organizational sustainability memo; air and water monitoring, and policy recommendations for community health and sustainability. Lotus was tasked with performing two additional deliverables in 2022 based on the Council’s requests;

                     Provide a high-level review of the Suncor water quality CDPS and develop a comment letter to CDPH

                     Conduct a municipal greenhouse, gas GHG inventory baseline

To complete the tasks, the lotus contract was extended until May 30, 2023, with the not to exceed the amount of $399,409. The remaining balance as of May 30, 2023, is $38,143. Given the availability of state and federal funding and the Council’s desire to implement new environmental policies, this resolution seeks to extend the contract until December 31, 2023 to complete six additional tasks

1.                     Low-impact development training;

2.                     Challenge calculations and cards;

3.                     Continue to support EPAC and community meetings and events related to policies outlet in the Sustainability Action Plan;

4.                     Provide grant support;

5.                     Project management; and

6.                     Sustainability communication.
