Summary & Background
The purpose of this resolution is to authorize an award of a contract for preconstruction services for the 96th Avenue Widening Project.
96th Avenue was identified within the City of Commerce City’s Transportation Plan (2010) as a recommended candidate for highway widening in order to provide capacity improvements. 96th Avenue is classified as a minor arterial throughout the study area. This Project will consist of the segment from Chambers Road to Tower Road including the intersections at each end, a distance of approximately 2 miles. The project will also include completing the bridge design for the eastbound bridge over 2nd Creek including integration with the existing abutments and traffic signal design.
The project will continue the bicycle and pedestrian improvements that were made on the north side of the 96th Avenue extending the multi-modal transportation options for the area.
The 96th Avenue Widening Project will include bicycle lanes, wider sidewalks, and curb and gutter to improve the roadway. In addition, storm drain improvements will be added. The typical roadway cross-section for 96th Avenue will be planned for four (4) through lanes (two in each direction), bicycle lane, curb, gutter and sidewalks (a trail in front of the Rocky Mountain Arsenal). Right-of-way acquisition may be required, but the extent will be determined through the design process.
A Request for Proposals was issued - four firms responded. Review of the proposals against the criteria showed all of the consultants being full capable/qualified to perform the work. Fee proposals ranged from a low of $739K to a high of $1.478M. Based on the criteria, qualifications, lowest cost, and best value, Staff recommends Huitt-Zollars, Inc. perform the Design and Preconstruction Activities for the 96th Avenue Widening Project.
The engineering design and right-of-way acquisitions, if necessary, are scheduled for 2022 and 2023. Roadway construction is scheduled to start in 2023 and be completed by 2024. A detailed design schedule for the project will be prepared by the contractor, and updated after the City issues a Notice-to-Proceed.
