Summary and Background Information:

In 2016, the City became an Entitlement Community and now directly receives funding from the Community Development Block Grant (CDBG). As required by the U.S. Department of Housing and Urban Development (HUD), the City works through its Citizen Participation Plan to determine the allocation of project funds. The final document produced with this procedure is the Annual Action Plan (AAP). The AAP serves as the City’s application and plans for the following CDBG funding year.

 

Public Hearing for the Adoption of the CDBG 2022 Annual Action Plan

 

The CDBG Office received eight funding applications in mid-March. The application summaries are in the attachments.The CDBG Coordinator reviewed and prepared summaries of each application. Over the course of two meetings, the CDBG Team reviewed, scored, and recommended funding amounts for each application. HUD released memorandums providing administrative and operational guidance to the entitlement communities. Regulatory waivers described in the memorandums include shortened citizen notification periods, the elimination of the15% Public Service cap if the activity is related to preventing, preparing for,or responding to COVID-19, additional phases of funding, and extended deadlines. With this guidance in mind, the CDBG Team recommended funding for eight applications:
