Summary and Background Information:

This presentation to Council is to provide an Environmental Policy and Oil and Gas update relative to:

•                     Lotus Engineering Contract Deliverables and Progress (Task 3)

•                     Environmental Policy Advisory Committee (ECAP)

–                     Draft recommendations for the energy and building sector

•                     Information regarding the Suncor Refinery and its operations

•                     Legislative Updates & Regional and State Environmental Protection Leadership

•                     Colorado Oil and Gas Conservation Commission (COGCC) Regulations & Applications

Lotus provided an Organization Sustainability Memo with vetted sustainability recommendations including the development of a Sustainability Team (Attachment A).

As requested, staff could not include the revised database that lists air exceedances in the past month because the updated data will not be posted until 8/1/2022. However, the City’s website will include updates as soon as the material is available. The City’s database documents exceedances chronologically for the last 9 quarters; exceedances by pollutant type; emission code information, air monitoring results during select exceedances, and water permit violations. As requested by Council the data includes a complete list and the root cause as well as a listing of any exceedances registered on the community ambient air monitors. There are different monitors throughout the community including regulatory monitors on-site and ambient air monitors that record off-site levels.  The exceedances include the date and time of exceedances, the set limits per pollutant, and the amount that was above permit requirements.
