Summary & Background

The proposed resolution authorizes extensions to an existing agreement for Federal advocacy and lobbying services (Services) because renewal of the agreement will cause aggregate costs to exceed the procurement threshold requiring City Council approval.  Squire Patton Boggs, LLP, has been engaged as the City’s consultant for federal advocacy and lobbying efforts since 2013. Following a competitive public procurement process in 2017, Squire Patton Boggs was awarded a new agreement for a 3-year term, with two optional one-year extensions. Because the aggregate cost of the agreement, over 3 years, was less than $250,000, the City Manager had authority to approve the agreement. In December 2020, the agreement was extended for four months, through April 30, 2021, under that procurement threshold. Most recently, the agreement was extended for one week to seek City Council approval for future extensions through the end of 2021, with an option to extend through the end of 2022.
