A RESOLUTION AUTHORIZING AMENDMENT TO CONTRACT WITH SILVA CONSTRUCTION INC. TO INCLUDE 2021 CONCRETE FLATWORK REPLACEMENT AND REPAIR PROJECT

The purpose of this resolution is to authorize an amendment to the 2020 Concrete Flatwork Contract with Silva Construction, Inc. (“Contractor”) to include Concrete Flatwork for 2021 within City rights-of-way, at a cost of $273,185.01.
Summary & Background
Annually, the City puts together a program to replace and repair concrete flatwork in City rights-of-way (ROWs). The work to be performed under this contract amendment includes removal and replacement of concrete panels, curb, gutter, sidewalk, curb ramps, cross-pans, concrete pads, and related work at locations provided by the Commerce City Public Works Department. Additionally, installation of sidewalk where none currently exist at locations where the City has ROWs to proceed with construction. The proposed 2021 Concrete Flatwork Program recommendations were shared with City Council via e-mail on 10 March, 2021 (presentation attached) and no comments were received.
Silva Construction, Inc., was the low bidder for the 2020 Concrete Flatwork Program. The 2020 contract allows the City to amend the contract in 2021 to award to Silva Construction, Inc., if we found their work to be satisfactory and it presents a best value to the City. Public Works has reviewed Silva’s unit prices (they went up approximately 2%), which is a nominal amount. Silva Construction, Inc., performed acceptable work in 2020, and Public Works would recommend amending the existing contract to allow them to perform the 2021 Concrete Flatwork Replacement and Repair Project (2020/2021 price sheet comparison attached).
