A RESOLUTION AUTHORIZING GRANT OF EASEMENT TO SECOND CREEK FARM METROPOLITAN DISTRICT NO. 1 FOR DRAINAGE FACILITIES

In order to adequately provide for drainage and stormwater management (and in light of the condition of surrounding infrastructure), a portion of the proposed detention pond must be constructed to tie into existing storm sewer infrastructure located within the property owned by the City, south of Second Creek Farm Filing No. 3, otherwise identified as Tract B Second Creek Farm Filing No. 1, Amendment No. 1. Resolution No. 2021-24 authorizes the Mayor and the City Clerk to grant a utility easement to the Second Creek Farm Metro District #1, substantially in the form attached, on behalf of the City.
Summary & Background
Second Creek Holdings is in the process of designing drainage facilities to provide stormwater service to their future residential development located west of the intersection of East 88th Avenue and Tower Road. A portion of a proposed drainage basin will be located on Tract B. The proposed outfall pipe will discharge treated and attenuated stormwater runoff through Tract B to Gramma Gulch located south of Tract JJ Second Creek Farm Filing No. 3. Parks, Planning, and Public Works staff has reviewed the location of the proposed easement for the infrastructure and does not foresee any conflicts with the future use of Tract B.
