RESOLUTION AUTHORIZING EXECUTION OF INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF COMMERCE CITY AND THE COLORADO DEPARTMENT OF TRANSPORTATION FOR 88TH AVENUE WIDENING PROJECT

Summary and Background Information:
Currently the City has completed the 15% design and is waiting for the Federal Highways Administration (FHWA) to approve the final environmental assessment for the 88th Avenue project. The purpose of this IGA is to advance the 88th Avenue project through final/90% design. The ultimate goal of the 88th Avenue project is to construct road widening and other improvements on E. 88th Avenue from approximately Interstate 76 to Highway 2 and on Rosemary Street from E. 88th Avenue to just south of E. 86th Avenue. The project consists of widening the roadway, replacing the bridge over the O’Brien Canal and includes sidewalk, curb, gutter, storm sewer, and a multiuse trail along the entire length of the project.
Schedule:
Final/90% design is schedule for completion by the end of 2021.

Financial Impact: $4,000,000. The IGA is broken out as a 50/50 split between DRCOG/CDOT and the City. DRCOG/CDOT is contributing $2,000,000 and the City is contributing $2,000,000.
Funding Source: $2,000,000 grant from DRCOG/CDOT and $2,000,000 from the 88th Avenue Capital Improvements and Preservation Plan Fund.
Staff Recommendation: Staff recommends City Council approve the resolution.
