RESOLUTION AUTHORIZING THE SUBMISSION OF THE CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR THE 2019 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM YEAR

Summary & Background
As an Entitlement Community receiving Community Development Block Grant (CDBG) funding, the City must submit an annual CAPER to publicly account for the CDBG funds utilized in the prior Program Year. The 2019 program year spanned from October 1, 2019, through September 30, 2020.
Per the City’s Citizen Participation Plan, the following steps were taken:
1. Draft the 2019 CAPER.
2. Publish the draft 2019 CAPER on the City’s CDBG webpage. Consider any comments submitted.
3. By February 23, 2021, publish a notice in the newspaper and on the City’s website regarding the review and comment on the draft 2019 CAPER. This 20-day public comment period will end on March 15, 2021.
4. Present the 2019 CAPER to the City Council for submittal to HUD and hold a public hearing on the draft 2019 CAPER and consider any additional comments from the public.
5. Post the approved 2019 CAPER on the City’s website.
6. Submit the 2019 CAPER to HUD in the IDIS software by March 29, 2021.
Staff will make a visual presentation at the City Council meeting. The purpose of the presentation is to:
1. Review the progress of all active CDBG projects described within in the draft 2019 CAPER
2. Provide a current count of all CDBG Projects
3. Consider any public input on the 2019 CAPER
4. Answer any questions

Staff Recommendation: Staff recommends the approval and submission of the 2019 CAPER.
Suggested Motion: Pass the resolution to approve the submission of the 2019 CAPER to HUD.
