Summary and Background Information:
The purpose of this presentation is to kick off the Comprehensive Plan update process by providing a project overview, introducing the consultant hired to assist with the project, and soliciting feedback on a few key questions from the City Council and Planning Commission Members.

In addition to the brainstorming exercise, staff and the consultant will introduce a couple of the many important and innovative outreach tools that will be utilized to obtain input from the entire community. These include the project website, community survey and map.social tool.

Soon after this kick off meeting, staff will be bringing a project charter for the master plan updates to Council for review and approval. The public outreach for the Comprehensive Plan update will begin in March and Council will be invited to participate in a community-visioning workshop around April. Additional meetings with Council and Planning Commission will occur as the project continues.

A comprehensive plan is a vision of what the community wants to be. It is comprehensive in scope and topics including housing, economic development, land use, transportation, parks, etc. It is long range; this update will contemplate a 25-year time horizon. A comprehensive plan is a policy document that guides implementing regulations and development approvals. It informs land use decisions, areas for reinvestment, and employment growth.

To ensure the City’s Comprehensive Plan continues to be a useful policy document that represents the vision and collective desires of the community, the city is updating the plan to respond to changing conditions and community values. The selected consultant, Houseal Lavigne Associates will partner with Toole Design, TetraTech, JR Engineering, and Language Access LLC to complete the plan update.
