Summary and Background Information

Phase 3A of the CARES Act made available to the City an additional $220,453 in CDBG-CV3A funding to respond to COVID-19. Therefore a second substantial amendment is needed for the 2019 AAP to utilize the next allocation of the CDBG (CDBG-CV3A) funding from the CARES Act to respond to the corona virus pandemic.

 

Per direction by City Council at the May 28, 2020, special meeting, and further supported at the June 1, 2020, and June 15, 2020, regular meetings, the staff has initiated a Mortgage and Rental Assistance Fund Program for the city. The goal of the program is to provide Commerce City residents in need with an additional emergency resource to prevent eviction and/or foreclosure as a result of the COVID-19 crisis.

 

Consideration - Adoption of the Second Substantial Amendment to the 2019 AAP

Adopt the second amendment to the 2019 AAP to authorize the CDBG-CV3A additional $220,453 in funding to provide Rent and Mortgage Assistance. This additional funding will financially assist city residents who have been negatively impacted by COVID-19. Should the City Council approve the CDBG-CV3A grant, the CDBG Office will submit the necessary amendments to HUD for approval.
