Summary and Background Information

Following a series of operation upsets and exceedances of federal emissions limits in the Month of August, City Council requested follow up discussions with Suncor to discuss some of the specific causes surrounding these events. This included discussions on operations at the refinery, and short- and long-term implementation strategies to reduce the likelihood of such events from occurring in the future. Based on the request from City Council, Suncor staff has developed a presentation aimed on covering the following topics:

•                     Commerce City refinery (CCR) environmental goals and metrics for improvement

•                     Corrective actions and preventative measures completed in response to recent air emissions exceedances

•                     Air emissions: how limits are established and how Suncor reports

•                     Community air monitoring

•                     Sand Creek recent work

•                     How we maintain refinery integrity: reliable operations and turnarounds

•                     Refinery capital investment plan to drive environmental performance

•                     CDPHE settlement agreement progress

•                     Third party root cause investigation: uncovering opportunities for continuous improvement

      •                                                   Building trust / increasing transparency through enhanced notifications, communications and data-sharing with the public
