Summary and Background Information

In 2013, Commerce City voters approved a 1-percent sales and use tax increase for the construction, operations, and maintenance of new parks, recreation and road projects. To keep the community engaged in the 2K program, council created the Capital Improvement Project Citizen Advisory Committee (CIPCAC). The 2K program was completed on December 31, 2018. Ahead of 2K program completion, council re-established CIPCAC as a standing committee on December 17, 2018.

 

Since February 2020, CIPCAC has had 3 members serving and 8 vacancies and has not been able to meet quorum. No new applications for CIPCAC have been received since December 2019 despite continued advertisement and plenty of vacancies. Since the completion of the 2K program, CIP projects are driven by current and projected conditions of facilities, amenities, parks, and roads. This leaves little room for discretion for input and advisement on CIP projects. Newly created boards and commissions require staff to balance time and resources to the newer and more active boards and commissions.

 

Staff is recommending council abolish CIPCAC by adopting Resolution 2020-66 as allowed in Section 11.1 of the Charter. CIPCAC may be re-established at any time council desires. Current CIPCAC members were informed of tonight’s resolution in advance and have been asked to apply for other board or commission vacancies that interest them if they desire.
