Summary and Background Information:
Prior to the COVID-19 pandemic, Community Development was preparing a Request for Proposal (RFP) to secure an environmental services consultant (i.e. Environmental Services Consultant RFP). The objective of the Environmental Service RFP at the time was to establish an environmental quality initiative policy and framework, and assist the city with air quality monitoring for associated oil and gas permit activity. Due to the COVID-19 pandemic, the RFP was requested as part of the 2021 budget at a cost of $75,000.

On August 31 at a special meeting, City Council directed to staff to investigate establishing a citywide air quality monitoring and water quality monitoring network. Staff evaluated potential options to proceed forward and determined modifying the Environmental Services RFP to expand the scope to build out this network to be the most efficient and timely approach. At the September 29, 2020 special meeting, staff presented this recommendation to Council with a new funding request of $225,000. Council supported staff’s recommendation and request to initiate the environmental consultant services in 2020. It is anticipated that $25,000 will need to be appropriated for 2020 to cover initial expenses tied to the RFP scope of work. The funding not fully expended in 2020 and the remaining fund balance for services will be appropriated in 2021.
