Summary and Background Information:
Commerce City, like many local governments, recognizes that actions at the local level matter for the immediate and long-term health impacts of the community, and efforts made at the local level can contribute significantly at a regional level, as it pertains to health, safety, and environmental outcomes. In this rapidly changing world with concerns about economic growth and equity, energy use, climate change, social well-being and health, and waste reduction, it is important for Commerce City to address these contemporary challenges as the city continues to grow. The industrial history of the city has made the community even more aware of the environment and the consequences of unsustainable practices related to pollution, waste, transportation, and land use, and this has been reflected in a number of public engagement efforts that have occurred over the last year.
Areas within Commerce City have a high interface between residential and industrial land uses, some of which may contribute negatively to ambient air quality and water quality conditions. Residents in these areas may be disproportionately exposed to toxic air and water pollutants from these industries, and there is not currently enough current air toxics or water quality monitoring data to inform public health research and policy development.
On August 31, City Council voted to establish a city-wide air quality monitoring and water quality monitoring network. Following this vote, staff has evaluated potential options to proceed forward with this request and build out this network. Staff believes the most efficient and timely approach would be to expand the scope of the previously authorized request of $75,000 for an environmental services consultant, with a new request of $225,000 that includes water quality and air quality monitoring services.
