RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR INSTALLATION OF TRAFFIC SIGNALS ON EAST 120TH AVENUE AT E-470 TO W.L. CONTRACTORS, INC.

Summary and Background Information:
The E-470 Authority identified the need for a traffic signal at the interchange of East 120th Avenue and E-470. Since the City was in the process of bidding out traffic signals along 104th Avenue, E-470 approached the City with the idea of collaborating with us to help get the traffic signal constructed at the interchange of 120th Avenue and E-470. An Intergovernmental Agreement was completed in August of 2019 between the City and E-470, which establishes the work responsibilities and funding. The E-470 Authority has agreed to provide the City funding for design, construction, and construction management in an amount up to $750,000.
The poles and mast arms for this signal have been ordered and the expected delivery date is September 25, 2020.
Three bids were received from; WL Contractors, Inc. Sturgeon Electric Company, Inc., and Berg Electric. W.L. Contractors, Inc. was the low bid at $470,207. Construction will begin once the contract has been executed. The contractor will have until December 30, 2020 to complete construction.
Project Bidding Process
A Request for Bids (RFB) was posted on the City’s website and the Rocky Mountain E-Purchasing System. Three valid bids were received on September 3, 2020. WL Contractors Inc. was the low bidder for the project.

Staff Recommendation: Approve contract authorizing W.L. Contractors, Inc. to construct traffic signals at the interchange of 120th Avenue and E-470.
