Summary and Background Information:
Brighton Road between 104th Avenue and 112th Avenue has been annexed into the City and is our maintenance responsibility. The surrounding properties are all within unincorporated Adams County. The road has not received any maintenance for many years. As a result, the subgrade and pavement has severely deteriorated. This project will reconstruction the existing roadway, add 5-foot paved shoulders, left turn lanes, and other safety improvements to the road. We currently are finalizing an Intergovernmental Agreement with Adams County to have them contribute $2 million to the project. This reconstruction project is the first phase of the Brighton Road Project. The second phase is the design and replacement of the bridge over the Fulton Ditch. The bridge is currently under design and will be constructed in 2021.


Two bids were received from RME Ltd., dba Elite Surface Infrastructure for $2,603,977.43 and Goodland Construction Company, Inc. for $2,749.979.66. Construction will commence once the contract has been executed. The contractor will have until December 31, 2020 to complete construction.

Project Bidding Process
A Request for Bids (RFB) was posted on the City’s website and the Rocky Mountain E-Purchasing System. Two valid bids were received on September 9, 2020. Elite Surface Infrastructure was the low bidder for the project.
