Summary and Background Information

CIPCAC was established in 2014 to advise the city on matters relating to the implementation of 2013 voter-approved Ballot Issue 2K. Following the completion of the 2K projects at the end of 2018, the CIPCAC committee was re-established to continue advising the city regarding all capital improvement projects going forward.

 

A slate of members were termed out at the beginning of 2020 after reaching their two term limit. City staff in the clerk's office and in community relations have worked to advertise the vacancies on the city's website, social media pages, printed flyers, and in the Connected newsletter. Interest in CIPCAC has remained low. The committee has only three members, which is below the threshold for a quorum so regular meetings cannot be conducted.

 

Additionally, with the 2K program expiring, capital improvement projects are drive by need rather than by desire. As such, there are few opportunities for discretion and input on projects in that regard.

 

For the reasons above, staff is requesting the subcommittee's input on dissolving the Capital Improvement Projects Citizen Advisory Committee.
