AN ORDINANCE AMENDING THE 2020 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY TRANSFERRING $203,500 FROM THE LOTTERY FUND TO THE CIPP FUND FOR COSTS ASSOCIATED WITH THE ADAMS COUNTY SCHOOL DISTRICT 14 (ACSD14) ELEMENTARY GYMNASIUM IMPROVEMENTS AND AUTHORIZATION OF THE EXPENDITURE THEREOF.

 

Body

The Commerce City Parks, Recreation & Golf Department (CCPRG) provides recreation-based basketball leagues for boys and girls in grades K-6.  CCORG partners with Adams County School District 14 (ACSD14) in order to provide practice courts within the children’s neighborhoods.  ACSD14 opens up elementary schools during the after school time for CCPRG practices, allowing more than 275 young athletes per year to walk to their local schools for practices.  While the district is under construction to replace one school (Alsup Elementary), the other elementary schools (built in the 1950’s) are in great need of renovation.  The improvement impact over 1700 elementary students participating in organized sports, physical education and general activities in the gymnasium; the recommended improvements create a more updated, safe and welcoming environment.  CCPRG and ACSD14 have a history of working together to improve sports fields, playgrounds and other park and recreation amenities for students, families and residents in the community.

 

CCPRG staff have been working with ACSD14 staff regarding the possibility of making improvements at the following elementary schools:

                     •                     Central Elementary built in 1954

                     •                     Dupont Elementary built in 1956

                     •                     Kemp Elementary built in 1958

                     •                     Rosehill Elementary built 1952

 

CCPRG and the City have a reciprocal agreement with ACSD14 for use of district facilities including gymnasiums for youth programs.  The current estimate project budget for improvements includes Central, Dupont, Kemp and Rosehill elementary schools. 

 

Estimated cost:                 $185,000

10% contingency:             $  18,500

Total:                                  $203,500

 

Improvements include:  wood floor resurfacing at Kemp and Rosehill, installation of rubber flooring at Central and Dupont including striping and school logos on floors at all four sites; and installation of electrical and structural supports in the ceiling necessary for new basketball backboards.  ACSD14 is also hoping to fund painting of the gymnasiums.

 

CCPRG continues to look for grant funding for the gymnasium renovation project.  However, we have the opportunity to complete the projects this summer prior to school beginning in the fall.  ACSD14 has procured the project and has contract documents ready to execute.  ACSD14 will oversee the projects in the four elementary schools.

Staff Recommendation:  Staff recommends approval of Lottery Funds in the amount of $203,500 for the gymnasium improvements at Central, Dupont, Kemp and Rosehill elementary schools.

Suggested Motion:  Move to approve the Ordinance amending the 2020 budget of the City of Commerce City, Colorado by transferring $203,500 from the Lottery Fund to the CIPP Fund for costs associated with the Adams County School District 14 (ACSD14) elementary gymnasium improvements. approve Adams County Open Space funding in the amount of $203,500 for the gymnasium improvements at Central, Dupont, Kemp and Rosehill elementary schools.
