Summary and Background Information:
Rosemary Street was identified within the City of Commerce City’s Transportation Plan (2010) as a recommended candidate for highway widening in order to provide capacity improvements. Rosemary Street is classified as a minor arterial throughout the study area. This Project was identified to be from approximately 200 feet south of E. 81st Avenue to 1000 feet south of E. 88h Avenue. The part of Rosemary Street north of this Project area is part of a separate project for improvements to E. 88th Avenue and the intersection with Rosemary Street.

The Rosemary Street Project will be to widen the current roadway to a three-lane collector with a continuous center left turn lane. The roadway will also include a bike lane/multi-use trails and sidewalks paralleling the north and south bound lanes. The roadway widening Project is anticipated to start construction in the spring of 2022.

The purpose of this Agreement is to advance the design of Rosemary Street from the conceptual level shown in the 2010 Transportation Plan to final design including construction plans. The typical roadway cross-section for Rosemary Street will be planned for two (2) through lanes (one in each direction) with a median turn lane with curb, gutter and sidewalks. There may be attached sidewalks on both the east and west side. The sidewalk may be detached where there is right-of-way available. In addition, an eight-foot wide detached multi-use trail on one side is to be included, if right-of-way is available. The northern limit for this Project should be designed to match with roadway improvements currently under design for the 88th Avenue Widening Project that will stop south of the South Adams County Fire Station at Rosemary Street at approximately 85th Avenue.
