Summary and Background Information: Veterans Memorial Park is approximately 4 acres of a 8.5 acre site that includes Eagle Pointe Recreation Center. It opened in 1971 and has not been significantly updated since that time. There were originally four residential lots along Forest Drive. The city acquired the final lot in August of 2018 with the occupant vacating the premises in May of 2019.

A master plan for the park was presented to City Council on December 17, 2018 and at that time staff did not have the estimated cost to complete the project. Per the request of Council, a flush restroom was added to the park as well as additional elements to address inclusivity.

The revised plan and budget was presented to City Council during the February 25, 2019 study session. City Council did not want to phase the project supporting a re-appropriation in the amount of $1,450,000 which was approved on May 20, 2019 to complete the funding for the total project budget of $3,020,292.75.

Finalizing construction documents, completing the referral and review process and complications with utilities (Xcel, Comcast, South Adams County Water & Sanitation District) delayed the Q3 release of a Request for Proposal. The project was posted in late October with bids due November 20, 2019.

A public bid process was completed and a contractor has been chosen. The project is anticipated to begin in early January and the construction schedule is 120 days (weather permitting).

The total project budget is $3,020,292.75 and the total estimated project cost (not including a project contingency and public art) is $3,095,619.13.
