112th Avenue has been a challenge for a number of years. Originally, the plan was to improve the segment between Highway 2 and Chambers Road when the new recreation center was to be built in the future Second Creek Park.
As the City’s design team moved into design they concluded that trying to build the recreation center in the future park would be far too complicated and expensive. As a result, the decision was made to acquire property outside of the future park and Parcel O was purchased from Catellus (Turnberry North).

The Bison Ridge Recreation Center was built on Parcel O and improvements were made to the northern segment of Highway 2, Potomac Street, and the western segment of 112th Avenue (Highway 2 to Blackhawk) to serve Bison Ridge. Work on the rest of 112th was deferred due to the complexity of interlocking issues surrounding Second Creek and its flood plain. Oakwood and the Reunion Metro District approached the City about designing improvements to 112th Avenue between Blackhawk and Tower Road. The Reunion Metro District proposed tackling 112th Avenue in three phases. Phase 1 is the intersection of Chambers Road and 112th east to Parkside Drive. Phase 2 is Blackhawk to Chambers. Phase 3 is Parkside Drive to Tower Road. This phasing was determined due to the order of development planned for the adjoining vacant land.

Phase 1 has been designed and bid. The draft IGA regarding the cost share between the City, South Adams County Water and Sanitation District, and the Reunion Metro District will be presented to City Council on November 4 for action. 112th Phase 2 is broken down into four sub-phases. Phase A involves restoring the Second Creek channel. Phase B will build a new segment of canal for the O’Brian Canal incorporating the crossing for Second Creek and a weir structure to allow the O’Brian to capture the first 250 cfs of water in Second...
