Summary and Background Information:
Adams County has requested that Commerce City, and all the other municipalities in Adams County, enter into an intergovernmental agreement (IGA) related to the Census 2020. The IGA creates a regional effort, led by Adams County, to improve the likelihood of an accurate count for the 2020 Census. This approach is intended to be an efficient and cost effective method of encouraging participation in the Census and is particularly focused on the identification of hard to count (HTC) populations throughout Adams County. The IGA calls for the sharing of costs to fund a Census Liaison position from April 2019 through April 2022. The County believes this Census Liaison is a key to ensuring the accurate counting of Adams County residents.

If Commerce City enters into the IGA, then the City will be responsible for contributing $10,000 for the Census Liaison’s services.

BackGround:
Based on census data in 2010, the federal government allocated $13 billion in federal spending programs throughout the State of Colorado; this equates to $2,300 per Colorado resident, over ten years. If the next census undercounts the population, including hard-to-count populations such as transients, refugees, children, and the elderly, by 1%, then Colorado would lose approximately $640 million. If census undercounts the population by 1.3%, then Colorado will lose its anticipated new congressional seat. Because the next census will heavily rely on a voluntary electronic counting process, it will be imperative for Colorado to take a proactive approach to counting its residents.
