RESOLUTION AUTHORIZING INTERGOVERNMENTAL AGREEMENT (IGA) WITH URBAN DRAINAGE AND FLOOD CONTROL DISTRICT (UDFCD) REGARDING FUNDING OF MAJOR DRAINAGEWAY PLANNING FOR RAGWEED DRAIN AND TRIBUTARIES

Summary and Background Information:
Public Works staff met with the UDFCD, and several developers, regarding the Ragweed Draw drainage basin on May 14, 2019. The development community expressed concerns that the design flows from the existing Master Plan study of Ragweed Draw were too large. These large flows resulted in infrastructure improvements that were expensive and inhibited their ability to develop their property. The result of this meeting was that the City and UDFCD would lead a new study to look at over detaining flows upstream to reduce flows and to allow smaller infrastructure to be constructed downstream. The flows from Ragweed Draw need to cross Highway 2, the BNSF, O’Brian Canal, I-76, and US 85 before they can reach the South Platte River. The IGA has the City contributing $50,000 and the UDFCD contributing $25,000 to restudy the Ragweed Draw basin to come up with a practical solution to reduce flows - which would likely require increased commitments/contributions from all developers within the basin to implement any proposed recommendations/solutions. The development community had no objections to moving forward with this project/initiative.
