Summary and Background Information:

 

The E-470 Highway Authority approached the Commerce City Public Works Department requesting the City consider entering into an IGA for the installation of traffic signals at the intersection of E-470 and East 120th Avenue.  Public Works (in consultation with the City Attorney) worked with the E-470 Authority to develop the draft IGA. The basic framework of the agreement stipulates that E-470 would pay for the design and construction of the traffic signals; after which, the traffic signals would be conveyed to the City to maintain and operate as part of its traffic management system. A preliminary design was done by E-470 to put together a scope of work and estimated costs.  Final design and construction would become part of the City’s 104th Avenue Traffic Signal Project/Contract.

Financial ImpactThe IGA established puts all financial responsibility for design and construction on the E-470 Authority. The E-470 Authority has agreed to reimburse the City of Commerce City for all design and construction costs. The City will take over future operation and maintenance of the traffic signal.

Staff RecommendationPublic Works recommends that this Intergovernmental Agreement be approved by City Council.
