AN ORDINANCE AMENDING THE 2019 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY TRANSFERRING $1,450,000 FROM THE 2K FUND BALANCE IN THE GENERAL FUND TO THE CIPP FUND FOR COSTS ASSOCIATED WITH THE VETERANS MEMORIAL PARK RENOVATION PROJECT AND AUTHORIZATION OF THE EXPENDITURE THEREOF.

Summary and Background Information:
Veterans Memorial Park is approximately 4 acres of a 8.5 acre site that includes Eagle Pointe Recreation Center. It opened in 1971 and has not been significantly updated since that time. There were originally three residential lots along Forest Drive. The city recently acquired the final lot and will be able to add it to the park in 2019 when the previous owner moves out (though the city already owns the property, the previous owner is able to stay 12-15 months until their new home is built. They anticipate vacating the property by May 2019.)
A master plan for the park was presented to City Council on December 17, 2018 and at that time staff did not have the estimated cost to complete the project. Per the request of Council, a flush restroom was added to the park as well as additional elements to address inclusivity. The revised plan and budget was presented to City Council during the February 25, 2019 study session. City Council was in support of a re-appropriation in the amount of $1,450,000 to complete the funding for the total project budget of $3,020,000. At this time staff anticipates releasing a Request for Proposal in July with the project beginning August/September 2019 and anticipated completion spring of 2020.
