RESOLUTION APPOINTING KRISTIN N. BROWN AS ADMINISTRATIVE HEARING OFFICER

Summary and Background Information:
The City’s long-time primary and backup administrative hearing officers announced their retirements from service in 2018. Council appoints a hearing officer to preside over administrative hearings relating to code enforcement, career services appeals, sex offender residency exceptions, and licensing appeals. Council also appoints a hearing officer to serve as the marijuana and liquor licensing authorities, but those are not subject to this resolution.
The City issued a request for proposals last fall and received four proposals for the various positions, including some hearing officer appointments made at the staff level.

Staff Recommendation: Staff recommends that Council appoint Kristin N. Brown ($150/hour) as the hearing officer for the identified matters and determine a backup hearing officer in the future, if needed.
