Summary and Background Information:

The City is responsible for maintenance of more than 260.89 centerline miles of improved/paved streets. To gauge the conditions of the roads, Public Works contracted with Transmap Corporation in 2018 to drive and assess all streets in the City. The final report shows an overall Pavement Condition Index (PCI) of 79. The report also provided recommendations on how to maintain/improve on our PCI over the long term - focusing on streets with low(er) PCI ratings versus cyclical rotation between geographic areas within the City -- to bring streets in all areas of the City to comparable rating levels.

As such, Public Works is recommending a modification in the approach(es) to street resurfacing and maintenance to place greater emphasis those streets with the lowest PCI ratings. The majority of those streets with low ratings are south of E. 76th Avenue.

The specifics approaches recommended are:
· Focus on areas for street rebuilding or mill and overlay in specific areas to minimize disruption over time and reduce mobilization costs
· Use newer technological methods, such as Hot-In-Place Recycled Asphalt Paving, to complete traditional milling and overlay work at a lower cost
· Adopt a contract resurfacing approach of entering into competitive contract with a renewal clause to expedite future resurfacing program timeframes.
· Update the pavement management analysis/plan every 3 to 5 years to validate and ensure the appropriate strategies are being employed to maintain/improve the overall condition of City streets.

In addition to $2.5M in funds allocated in the 2019 Pavement Management Program, we are recommending utilizing about $956K Core City Infrastructure Improvements and $267K from Irondale Neighborhood Quick Items as part of this year’s plan.
