Summary and Background Information:
In 2003, City Council formed the Non-City Agency Grant Program to financially contribute to non-profit organizations that augment City services and render assistance to Commerce City residents. After the program gained momentum, and in an effort to avoid perceived conflict of interests among council members, the Quality Community Foundation (QCF) was established as a nonprofit in 2006 for charitable purposes. The nonprofit grant program - funding for which is annually appropriated by city council - is one of three programs implemented by the Foundation to achieve their mission and objectives.

Since 2011, program funds have served more than 232,000 Commerce City residents. The competitive 2019 grant cycle yielded 31 submissions with funding requests totaling nearly $216,570.00. Based on established criteria, the Foundation awarded $138,700.00 to 28 nonprofit organizations for a variety of community services that are projected to serve nearly 45,000 residents this year:
