RESOLUTION ADOPTING THE STRATEGIC C3 HOUSING PLAN, CONSISTING OF THE CITY OF COMMERCE CITY 2018 HOUSING NEEDS ASSESSMENT, THE COMMERCE CITY BALANCED HOUSING PLAN, AND THE COMMERCE CITY HOUSING AUTHORITY AFFORDABLE HOUSING IMPLEMENTATION PLAN

Summary and Background Information:
The Strategic C3 Housing Study consists of the following:
• 2018 City of Commerce City Housing Needs Assessment, an analysis of the current state of housing conditions and issues using a wide range of data sources. Initial findings were presented to City Council in December 2017.
• A combined Balanced Housing Plan and Affordable Housing Implementation Plan. The initial strategies and recommendations were presented to City Council and the Commerce City Housing Authority Board of Commissioners in June 2018.
o The Balanced Housing Plan provides strategies and recommendations for the City of Commerce City to consider in addressing current and future housing needs.
Strategies/Recommendations include:
1.) Explore Policies for Creative Housing Solutions
• Explore ways to increase housing stock diversification
• Undertake initiatives to improve existing mobile home communities and encourage the conversion of motels into small residential developments.
2.) Explore Options to Fund Housing Development
• Consider fee and tax assessments and other funding approaches to balance Commerce City’s housing stock.
• Explore use of CIPP funds to assist CCHA in housing development.
• Consider use of CDBG funds to CCHA to further housing programs.
3.) Promotion of the Opportunity Zone within Commerce City
• Maximize Opportunity Zone investment
The Affordable Housing Implementation Plan provides strategies and recommendations for the Commerce City Housing Authority to consider in addressing current and future housing needs.
Strategies/Recommendations include:
1.) Grow more development opportunities for CCHA
a. Acquire small rental projects for redevelopment
b. Acquire underutilized properties for future development
2.) Develop Special-Needs Housing Units
a. Collaborate with service providers and development partners for special needs housing
3.) Increase Capacity of CCHA
4.) Develop and Expand Partnerships with Other Agencies Involved in Housing and Related Services
City staff will be presenting the final documents, which have incorporated input received from City Council and the Commerce City Housing Authority Board of Commissioners.
