Summary and Background Information:  This item will approve a permanent drainage easement to TTRG Commerce City Co, LLC. who is developing The Second Creek Village site located at the northeast corner of E 104^th Ave and Chambers Road. The easement is needed to provide an outfall from an on-site detention pond which is proposed to be located on Tract A of the Second Creek Village Amendment No. 1 Subdivision Plat and will drain into Second Creek.  An outfall channel and pipe, with riprap and grouted boulders placed at the Creek outfall, is proposed to be on City owned open space.
