Consideration for adoption of the drafted 2017 Consolidated Annual Performance Evaluation Report (CAPER)

Summary and Background Information: In 2016, the City became an Entitlement Community and now directly received funding from the Community Development Block Grant (CDBG). As required by HUD, the City must submit a CAPER to publically account for how the CDBG funds were spent for the prior Program Year.

Each year, the adopted CAPER is due to HUD 90-days after the end of each CDBG Program Year. This equates to December 29, 2018. During this 90-day period, per the City’s Citizen Participation Plan, the following steps need to be taken:

1. Draft the 2017 CAPER.
2. Publish the Draft 2017 CAPER on the City’s CDBG webpage and print a physical copy for public review. Consider the comments submitted.
3. Publish in the newspaper, newsletter, website and others a notice to review and comment on the 2017 Draft CAPER. This starts the required minimum 15-day public comment period which ends on December 17, 2018.
4. Hold a Public Hearing on the draft 2017 CAPER and consider any additional comments from the public.
5. Present the 2017 CAPER to the City Council for adoption - scheduled for December 17, 2018.
6. Post the adopted 2017 CAPER on the City’s website.
7. Submit the adopted 2017 CAPER to HUD in the IDIS software by December 29, 2018.
Staff will make a visual presentation at the CC meeting. The purpose of the presentation is to:

1. Review the information within in the 2017 Draft CAPER
2. Consider any public input on the CAPER
3. Answer any questions
