RESOLUTION AMENDING THE DIRECTORY OF CITY FEES AND CHARGES

Summary and Background Information:
The City's fee philosophy is that the purpose of fees is to recover City costs incurred when providing a specific service or services to certain individuals who request the service or create the demand for that service. Since the service(s) provided do not directly benefit the general public, public tax dollars should not pay for or subsidize that specific service.
• Fees are set by resolution and the Council will adopt a fee that differs from the service cost when they determine that to be in the general public interest.
• The Directory of Fees provides a handy "one-stop" reference for the City fees, preventing confusion over what are the official fees adopted by the City Council.
Changes:
• Park Vendors - per recommendation by PRG staff, research was conducted and they found 3 cities that allowed vendors in the parks. on a so-called regular basis: Englewood, Northglenn and Denver. Englewood and Northglenn charge a percentage fee for a one-day permit, which ranges (per their staff) between $25 and $150 per day. Denver charges $100 on their day permit and also has a $25 application fee, total cost is $125.
So combing the information and knowing preference is a set fee (compared to a percent fee), also knowing that some vendors prefer to be in the park in the morning or in the evening, but not all day, the fee was broken down to “less than 5 hours” or “5 plus hours”.
Commerce City Based Vendor - less than 5 hours $35; 5 plus hours $70
Non Commerce City Based Vendor - less than 5 hours $45; 5 plus hours $90
Most cities require their vendors in parks to supply their own source of electricity. Researching electricity cost on the web, we found the average cost in Denver is 12 cents per kilowatt-hour, so for the city to offer this service at Bison Ridge, and also staff check out a key to unlock the electric box, we set a minimum fee of:
$5 for less than 5 hours
$10 for 5 plus hours.
This fee roughly breaks down to $1 per hour for the use of electricity at Bison Ridge.
• Alcohol Permit to Consume - per recommendation by PRG staff they researched what other recreation centers are charging to determine the amount.
• Military Benefits is added for members of the U.S. Armed Forces or Merchant Marines, or Reserve of National Guard members on active orders, and their immediate family (spouse and minor children or legal wards) and for Veterans who were honorably discharged from the U.S. Armed Forces and have a 50% greater service-connected disability rating - residents only - is established for free
• Small Cell Telecommunications - the fee is new this year, it is established based on federal/state legislation. (See Ord 2186)
