RESOLUTION INCREASING CONSTRUCTION CONTRACT AUTHORIZATION FOR THE HIGHWAY 2 WIDENING PROJECT

Summary and Background Information: An obligation to Catellus, incurred by the city, in connection with the acquisition of the site for the Bison Ridge Recreation Center, is the construction of a drainage culvert under Highway 2 and the Burlington Northern Santa Fe (BNSF) Railroad to improve regional stormwater drainage. As the roadway was widened, a 36” culvert was built under Highway 2; however, the culvert needs to be extended under the railroad to provide a path for water to the natural drainageway. The culvert extension under BNSF was planned for in the project budget, but not included in the original $22M Flatiron Construction contract based on the unknown timing of acquiring the required railroad permit.
The City recently obtained the required permit to bore under the railroad and would like to move forward with the extension work to meet the city's contractual obligations to Catellus. Flatirons Construction is familiar with the insurance and risk requirements associated with work within the railroad right-of-way and installed the culvert under the highway. An approval of a contract authorization increase of $675,000, allows the city to issue a change order to Flatiron to begin this work before the end of 2018.
