RESOLUTION AMENDING THE DIRECTORY OF CITY FEES AND CHARGES

Summary and Background Information

The City's fee philosophy is that the purpose of fees is to recover City costs incurred when providing a specific service or services to certain individuals who request the service or create the demand for that service.  Since the service(s) provided do not directly benefit the general public, public tax dollars should not pay for or subsidize that specific service.

 

•                     Fees are set by resolution and the Council will adopt a fee that differs from the service cost when they determine that to be in the general public interest.

•                     The Directory of Fees provides a handy "one-stop" reference for the City fees, preventing confusion over what are the official fees adopted by the City Council.

 

Changes:

 

•                     Passports - notice to increase fees received from the US Department of State for processing passport applications.  Costs include, specialized mailing envelopes, receipt books and postage.  In 2017, Commerce City processes 2,163 passports.  Fee increase from $25 to $35. 

•                     Development Permit Fee - per review and recommendation by PW staff and Matt Hader, Deputy City Attorney the fee that has been charged is not listed in the directory.  The fee will be added to indicate cost equals 2% of project costs of streets and storm sewer

•                     Portable Mound Fees - Resident / Non-Resident (per hour/per field)   per recommendation by PRG staff the fee is new this year. It will help pay for wear/tear of the equipment.   Fee  $5.00              

•                     Organized Event Permit/Temporary Use Permit -  is amended to establish a tiered structure of fees based on the size of the propose event or use, including a non-refundable application fee.

•                     Court Fees and Costs - are amended to delete outdated and unnecessary references to ordinances.

•                     Ice Cream Vendor License -  the ordinance establishing this license requires a fee to be set for the application and permitting of the license, but the fee has not been implemented to date. The fee matches that set for the Outdoor Vendor license. The fee was not discussed during the 6/25 study session presentation, but staff requests adding the fee at this time.
