Summary and Background Information:
After becoming a HUD Entitlement Community in 2016, the City’s CDBG Office moves through the process of reaching out to community residents, city departments, businesses, and organizations to learn of city needs, receive ideas for projects, and to receive funding applications.

After all of this information is synthesized, summarized, evaluated and ranked by the CDBG Office and the CDBG Team, a draft Annual Action Plan (AAP) is produced.

On June 4th is was presented to the City Council for study. During the July 2nd Council Meeting the 2018 AAP is being presented for adoption. Once adopted it will be submitted to HUD to serve as the City’s application for the estimated $462,444.

Consideration - Adoption of the CDBG 2018 Annual Action Plan

The CDBG Office met all of the requirements in the Citizen Participation Plan. This includes two public input meetings and the 30-day written comment period notice in the papers.

The 2018 Draft AAP incorporates the input from

Ø Formal In-Person Presentations to: 40 organizations - 151 people
Ø Meetings and Phone Interviews: 9 organizations - 13 people
Ø Presented to: 10 City Departments - 35 people
Ø Citizen Contact by Phone, Mail, or E-mail: 17 people

For a total outreach of 201 people and 59 organizations.

The twenty submitted projects from fourteen applications/internal submissions were received by mid-March. Each application was processed by the CDBG Office; reviewed, scored and ranked by the CDBG Team comprised of fifteen City departments and divisions.
