Summary and Background Information:
In December 2017, Civitas LLC, the consultant engaged by the City to conduct a Housing Needs Assessment, presented their key findings to City Council. The purpose of the Housing Needs Assessment was to:

1.) Analyze the current state of housing conditions and issues in Commerce City using a wide range of data sources, and then to
2.) Project future housing needs to help identify solutions to be used in developing housing-related strategies that will serve as a basis for housing and policy decisions.

Civitas will present a brief summary of their key findings and will then present proposed solutions for consideration in addressing those needs. The proposed solutions are broken down into 2 areas, which will ultimately be 2 separate documents:

1. The Balanced Housing Plan, which includes proposed strategies and recommendations for the City to consider in addressing current and future housing needs.

Strategies include:
a.) Policy and Regulatory Strategies for Creative Housing Solutions
b.) Explore Options to Fund Housing Housing Development
c.) Promotion of the Opportunity Zone within Commerce City

2. The Affordable Housing Implementation Plan, which includes proposed strategies and recommendations for the Commerce City Housing Authority (“CCHA”) to consider in addressing current and future housing needs.

Strategies include:
a.) Grow CCHA as a Developer
b.) Develop Special-Needs Housing Units
c.) Increase Capacity of CCHA
d.) Develop and Expand Partnerships with Other Agencies Involved in

Housing and Related Services
Civitas will be providing this overview to Council and answering any questions on the proposed strategies and recommendation.
