Summary and Background Information:  This item will approve a permanent drainage easement to Big Black Dog, LLC. who is developing The Learning Experience site located at 15701 East 104^th Avenue. The easement is needed to provide an outfall from an on-site detention pond which is proposed to be located on Tract A of the Buffalo Mesa Subdivision Filing No. 1, Amendment 2 and will drain into Second Creek.  The outfall structure is proposed to be on City owned open space.
