RESOLUTION APPROVING SECOND AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING SERVICES WITH HDR ENGINEERING, INC. FOR THE TOWER ROAD WIDENING PROJECT

Summary and Background Information: The City solicited proposals through a competitive process and retained HDR Engineering, Inc. to perform construction management & inspection services for the Tower Road Widening Project. This project widens Tower Road from two lanes to four lanes and provides multimodal facilities from 80th Avenue to 103rd Avenue as well as providing drainage facilities for the T-88 drainage basin between Tower Road and E-470. The project is funded through the 2K program.

The original contract was approved by Council on December 7, 2015, via Resolution No. 2015-122 and executed on December 22, 2015. The contract had a termination date of December 31, 2017 and a total contract amount of $1,126,040.00.

An amendment to the contract was approved at the December 18, 2017 Council meeting, via Resolution No. 2017-135, which extended the termination date to June 30, 2018 and increased the total contract amount by $125,000 to $1,251,040.00. This time extension and increase were due to the addition of the T-88 work which extended project close-out to Summer 2018 but also due to added utility coordination, resolving plan issues and weekend & evening work by the contractor.

A second amendment is required to further extend the termination date to August 31, 2018 and increase the contract amount by $37,568.50. Work on the T-88 project has been affected by better than anticipated weather during the winter months requiring additional construction management to support more work in the field. There have also been delays to the completion of the work including the discovery of ground water that will increase the total duration that services will be needed on the project. Coordination with the contractor to complete punch list items on Tower Road has also taken additional effort.
